Currently, There are a couple of very good modding projects in the community, no need to complain in my opinion. Of course there could always be more, but the game is old. I find it more problematic that when a good project is presented, nearly everbody remains silent, encouraging words are not shared, but it is very important. It is difficult to develop for a long time in such an environment.

About the ideas presented here, it seems clear, that for this guy he draws more fun from writing down ideas and developing the game in his head, instead of writing code. That is okay and has to be accepted. For us it can only be a source of information and inspiration.
