it was in the list, [Cheats] Reinforcements spell.exe, same version as yours.
As for new artifacts, there are some scenario mods coming with new artifacts, as tew2-4 maps. But those are specific maps and new artifacts fit to them only.

Looks good, but only in russian, no translation planned? Also in editor it will give a lot of error messages when trying to place the new artifacts. Is there a way to make it error free?

Well, in general 90% of mods are cheats in the sense they make the game easier, but also the label as "cheat" is not pejorative in my catalog, it only designs a precise feature which will overwrite another one. Adventure Pillars is quite a big mod, while Cheat mods are small mods with only one precise modification. I play with a lot of cheats mods enabled because they make my life easier, so I don't mind.
If you want to do a different classification, I don't mind neither.

I mean if you want reinforcement spells labeled as Gameplay is fine for me, just ask it and I change.
