That's because in Civilization games, "wonders" can give culture, science, great people points as well as resources (luxuries, strategic resources as iron, coal etc). Also such "wonders" must be scattered through all eras: ancient, medieval, renaissance, industrial, atomic and modern, so should be from all times.
